Yes, under certain conditions. Naturally if the pool were to be indoors this would not be a problem. In our climate, certain design specifications would have to be met to be able to use your outdoor pool year round. Obviously it would be very costly to heat the pool using a gas heater. You would want to have an automatic cover on it to help retain heat, but that leads to the risk of the cover freezing up in the tracks. To compensate for this you would have to install a heating system in the coping of the pool to help prevent it from freezing.
Generally the costs of using the pool all year around makes it prohibitive.
